Rome - February 28, 2011 - The Decree on the flow of seasonal workers has already been signed ( full text here ), but will need to wait for in the Official Gazette to submit applications for employment. Meanwhile, however, the ministries of Labour and Home Affairs issued a series of questions .

May enter a maximum of 60 000 employees seasonal non-EU citizens residing abroad and one of the following countries: Serbia, Montenegro, Bosnia-Herzegovina, former Yugoslav Republic of Macedonia, Republic of the Philippines, Kosovo, Croatia, India, Ghana, Pakistan , Bangladesh, Sri Lanka, Ukraine, Gambia, Niger, Nigeria, Tunisia, Albania, Morocco, Moldova, Egypt.

For seasonal workers from these same countries that have already been in Italy for at least two consecutive years, employers may request a security clearance for several years. In this way, from next season they can get in Italy outside the quotas, regardless of the publication of the order flows.

Also this year, questions will arise only via the Internet through the website of the Ministry of Interior (www.interno.it), the day following the publication of the decree until December 31, 2011. Stricter controls

Applications for employment will be considered based on the date of commencement of employment. In particular, we will ensure that employers have not already requested in the past season which then refused to take. In addition, employers will have to accompany the worker to the Immigration Office to sign the agreement, then the compulsory recruitment. If, for justifiable reasons, will not want to take the employee may assume another employer, but under the same contractual conditions.

Regarding the assessment of the income of farmers, we will refer not only to agricultural income, which is typically low, but the account will also enter the VAT return, the statement IRAP and community contributions. Finally, a simplification: if you ask a worker already arrived last year and housing is the same, we must not once again present the certificate of accommodation.

Non-citizens who have completed training programs and education in the country of origin under Article. 23 of Decree No. 286/1998 (4000 entries);

And self-employed persons of Italian origin (parents, grandparents or great-grandparents Italian) living in Argentina, Uruguay, Venezuela and Brazil, and included in the lists of workers in the Italian Consulates (500 entries).

The conversions are:

-Permits for study permits for employment (3. 000);

-Permits for placement and / or training for employment permits (3,000);

-Permits for seasonal work permits for employment (4,000);

-EC residence permit issued for long-term residents from other EU countries into permits for employment (1,000);

-EC residence permit issued for long-term residents from other EU countries in permits for self-employment (500).

Meanwhile, continue to grow, although much more slowly than the first day, applications for employees in all sectors from countries that have agreements with Italy. The inputs available are 52,080, but businesses and households at 18.00 hours today they had already applied for 322,898, 229,800 for domestic workers and 93,098 for other workers.
